Requirement:
- In recent times, many DoD and civil organizations have become keenly aware of the need to have "back up" capabilities to their existing fixed command posts or operations centers.
- Some organizations need to forward deploy a contingent to incident sites.
- Some organizations need an alternative to their existing facilities in the event they are damaged, destroyed, or denied access to their primary facilities.
- Sometimes these organizations can not make use of a second fixed facility
